Atuação do Conselho Municipal dos Direitos da Criança e do Adolescente em Maragogipe, na perspectiva do controle social

Abstract

The present work of course completion aims to analyze the performance of the Municipal Council of the Rights of the Child and Adolescent (CMDCA) in Maragogipe- Bahia, in the perspective of social control. Emphasizing the importance of rightscouncils as a spaces for democratic control, which aims to broaden the participation of the population in the process of deliberation, formulation, implementation and monitoring of public policies. Specific objectives include: Understanding the relationship between State and Civil Society; To discuss the institutionality of the Rights Council in the configuration of Brazilian democracy; To present the issue of protection of children and adolescents in Brazil since the 1988 Constitution and the promulgation of the Statute of Children and Adolescents in 1990, making a comparison between the Doctrine of Irregular Situation and the Doctrine of Integral Protection; And describe the process of construction of the CMDCA in Maragogipe, characterizing its actions in the integral protection network of the municipality. The research was carried out with six advisers, being three representatives of the civil society and three of the municipal management. The results show that the exercise of social control is still fragile. In view of some factors, such as lack of continuous training, lack of material structure, professional assignments of counselors and misunderstanding of basic concepts for the field of integral protection, such as social control, democracy, legal achievements in the field of rights.
