Políticas públicas de incentivo a leitura: o caso do Proler nas universidades estaduais da Bahia

Abstract

One of the features of modern society is in constant search of information and knowledge. For this, it is necessary for the education of individuals emphasize reading as an essential condition for social inclusion, and therefore to the improvement of the human condition. We must reflect on the belief in reading as a value, contributing to strengthen it, cause individuals to understand how something essential for their social integration. In Brazil, the presence of the State is essential to understanding the role of reading, readers for the Constitution of citizenship and democracy-building. With the goal of transforming Brazil into a country of readers, the Ministry of culture, through the National Library Foundation instituted the national programme for Encouraging reading-PROLER. In Bahia, currently there are representative of committees 08 PROLER, among them, three are part of State universities: the State University of Bahia-UNEB, the State University of Southwest of Bahia-UESB and Santa Cruz State University-UESC. For the case of three State institutions of higher education and hence subject to Secretary of education of the State of Bahia, this study seeks to answer: what are the similarities and differences of the committees representing the National Program to encourage reading in the Bahia State universities? Aims generally outline the reading Incentive ProgramPROLER, Bahia State universities, in order to identify the extent to which they contribute to the reduction of illiteracy in the community in which they are inserted. We used the comparative method, and how to search the design case study, the research instrument used was the interview, which was held with the coordinators of the respective committees. Through the result it was possible to identify the inconsistency of public policies to encourage reading and the absence of effective involvement of universities in instrumentalizing the PROLER in order to give a positive response to the community by preparing their future students to enhance the quality of education offered.
